The base stamp is the New Peking Print SYS. The top overprint is the full value overprint. The bottom surcharge (half value, 10 cents) was applied in Kalgan. (Bottom Kalgan surcharges are also known in red.)Unlisted in catalogs. Documented and researched in the China Stamp Society Journal Volume 57, No.3 and Vol 72 No.4. There is also an excellent article by Steve Frumkin with a full listing in the China Philatelic Society of London Journal entitled, "Japanese Occupation of China 'Clandestine Surcharges'.
